Product knowledge answer 

The dielectric loss is determined by taking a sample as a capacitor, the film as a dielectric, the conductor as an electrode, and the conductive medium as the other electrode. The capacitor is connected to a circuit which can measure the capacitance component and the resistance component at a predetermined frequency, thereby measuring the dielectric loss factor tgd.
